Why don't the rabbits around here burrow?

They just hide in the prairie grass. When they make a nest, it's only 2 or 3 inches below the surface. They don't go deeper than that. I thought rabbits make rabbit holes

Hares are different than rabbits. Rabbits dig burrows and their young are born hairless and blind. Hares do not burrow. They have very long ears and their young are born at a more advanced stage than rabbits.
