It depends on the climate where you live. If you're in Canada, no, you can't have an outdoor bird for long. If you live in south Florida, you could have a couple of finches/canaries outside most of the time. It sounds like you aren't going to do a lot of interacting with the bird, so expecting it to stay tame is not really realistic. Birds need to be handled often if they are to stay tame.

I'm looking for a pet bird which preferably smaller than a budgie and can be kept outdoors. I don't mind bringing it indoors for a little while, just so long as it's able to stay outdoors almost all the time. I'd like a bird which doesn't molt much and is easily manageable.
