What tadpoles are these (NY state)?

Blackish tadpoles are most likely bufonids (toads). In NYS, they are probably either Bufo terrestris americanus (American toad) or Bufo woodhousei fowleri (Fowler's toad).

Its August and after a heavy rain I found tadpoles in a temporary pool in the middle of a parking lot at a park! They are brownish black and plump. Most frogs and toads lay eggs early in the year, and although its full of Bullfrogs I doubt you'll find bullfrogs in a parking lot.
