Your budgie is probably just getting older and wants more attention, and it knows that the best way to seek attention is causing a riot. Whenever it bites you DO NOT yell at it or toss back in the cage because that shows it that biting makes for a good attention seeker. When it bites simply put it down and walk away. This shows that biting will not reward you in anyway. This is also showing your bird discipline which every pet needs. This has happened countless times with my two budgies.

Your bird probably wants a gf/bf, maybe you did something wrong to him that he doesn't like you:/ but he's 100% OKAY if he's biting ALL birds bite
If he is not "fixed" he could be wanting a girl friend to go to the pants party! If u know what I'm saying :D but if not then not sure
