Both quite smart.
Hyenas probably have more stamina, being hot-blooded; Velociraptors may have warm blood, but probably not as warm as mammals. They might move faster than hyenas in a single strike, but hyenas could keep going longer.
I do not know, but maybe the raptor's frill could startle the hyenas. I bet they are smart enough to learn what it means.
I think it could go either way.
