well Megalodon does have more advantage but they live in the oceans and seas. Titanoboa lived on land maybe in swamps as well but if they fought it'd actually depend on who attacks first but tbh Megalodon can probably snap it in half since they had very powerful jaws more stronger than today's sharks.

Crazy question!but I will answer it anyway!megalodon will win for sure!titanoboa can kill alligators and crocodiles by forming multiple could around it and crushing it with its immense strength!but when against a megalodon it has no hope the shark is extremely large with a thick circumference so even if titanoboa gets a chance it can form at most a single or may two large could but this wont allow the snake to produce sufficient pressure plus I dont think it can kill it even with its crushing strength.but megalodon,a single bite and titanoboa becomes spaghetti provided everything is underwater.
