Shouldn't grizzly bears be hibernating all the time?

No. Bears do not hibernate, no matter what word laymen use. Bears become dormant, the same way you do when you fall asleep at night. Hibernation means that the metabolic rate goes way down. Bears, in contrast, wake up during the winter and the females give birth and nurse the young in late winter. That isn't ice cream that the cubs are getting; it's milk at normal body temperature.
