I have two parakeets and when I frist got them they would frek out you just need to do it daily when they get use to you then try pushing lightly on its chest saying step up and when the bird is on your finger say good bird and reward with a treat
Getting a new pet isn't easy, but honestly it sounds like stress. They have just been shuffled around all over the place and chances are they aren't thrilled. The best thing to do is not stick your hand in right away, but talk to them quietly and establish a calm, safe relationship with all of them. This should work, and when it does they will feel more comfortable being around you. Hope this helped :)
Parakeets arn't the easiest birds to keep I recommend going back to where you got them and ask how to look after them and see what's wrong with them.

Me and my family got three parakeets to keep as pets, and they got one for me, and my two sisters. My sisters are less than ten years old, and Im a teenager. We've had them for a day and they have just sat there and movement was very minimal. They would only move for food and drink, and every time I put my hand inside, they would start to move away and start "hyperventilating". What I mean by this is that their chests would just rapidly increase and decrease in size. Also, they have been extremely quiet, and I don't know if that's because they aren't used to us or what. Two of them look like they're a couple because they are always together and the third one just chills on his own. I would just like advice on how to raise pet parakeets for beginners, and hoe to interact and play with them. Thank you guys so much
