Well just for a starters i don't know what preens means I'm guessing it means cleaning the other budgie, and be little more clear like as you said " he preens untill dry skin comes off and it hurts my budgie" do you mean he the other budgies cleaning the other dry skin off the other budgie.? But anyway why would it be feeding the other budgie as for why is isn't, usually budgies have there own personality they do strange things all the time. I know i used to have one but passed away from old age ???????? but try separating them that mite help.

I have bought a baby budgie but he`s a little weird... when he feeds my other budgie he feeds the other way around so my othe budgie mango can`t get any food from him. He also preens really hard, he preens untill dry skin comes off and it hurts my budgie is this normal?? Can it be stopped, wil he learn?
