Is there a newt that isn't always in water?

Most types of newts, while primarily water-dwelling, need time out of the water as well.

Though if you are asking because you want to have some up-close quality time then you may want to reconsider getting one at all. Their skin is very sensitive to the salt on ours so being held by you will burn it.

You can always get some gloves to wear while interacting with it, but it isn't all that advisable unless you know where the gloves are at all times and can guarantee that its safe for your little buddy.

The red-spotted newt starts out as an aquatic larva, metamorphoses into a terrestrial form ("red eft") and then metamorphoses again into the adult aquatic form. There are other newts that live in moist forests, as well.

There is one for sure....wayne newt-on

Not that I know of.
