No, you can whistle to your parrot. I think people get this confused because you're not supposed to whistle to your Cockatiel or budgie, the less likely to talk birds. If they learn to whistle first, it's easier for them and they usually won't talk. That's true. But, with parrots, they're far more likely to pick it all up.
