Hey, so I had this same problem. I used treats and time every time it steps on your finger give it a treat in time the other will notice and copy. Try and handel ur birds 4 times a day,

I have had 2 budgies for 3 weeks now and I am starting high school in a few days. Now, all of my siblings+me are in high school. Coming from them, I don't think I'll have as much time as now. By the way, both of them are still scared of me a little. They are most scared in the morning then throughout the day they get less scared.They let me hand feed them but when i try to pet their belly, they move away.I taught one of them to step up on my finger but the other one won't step up at all no matter what. How do I fix these problems? Please help :(
