Leave your hand in his cage everyday for 10-15 minutes so he gets used to it, then use a perch or something and teacher him how to step up onto it then when he gets used to it use less of the stick every time and start replacing the stick with your finger. It takes time and patients, it took me a month.
It will take a bit of time and patience. And try hand feeding. This should follow shortly.
My parakeet lets me pet him but doesn't walk on my finger.
