The best way to calm him down would probably be to be as persistent as you can.. Many cockatiels were never held as babies, so they never learned to trust humans. I would spend as much time with him as possible to work on a bond and a sense of trust. Hold him, talk to him, hand feed him, etc.
Honestly, my cockatiel still bites, especially when he's tired or annoyed. I feel like birds will always have a bit of instinct left in them if they weren't constantly held from a very young age, so as long as the biting doesn't hurt too badly, the best you can do is spend time with him and hope for the best!
