Help! My cockatiel won't step up! Any suggestions?

I have a baby Quaker I'm handfeeding now, starting to train. Birds can be stubborn but they're so smart, they do catch on. Every time you pick him up, say Step up. Once he's comfortable with you, you can start doing this repeatedly. While he's in one hand, bring your other hand up and tell him to Step up. When he does, you must praise him. Maybe offer a treat. Then bring your other hand up and tell him to step up again. Always praise him afterwards. Over n over again. Every time he does it, repeat the command. He'll get it just don't give up on him. Sometimes I think these birds are smarter than we are. Crafty little things!

I would try to get it used to you first and do basic steps. And when he gets it the first time just keep on doing that until he is used to it

I got a 6 month old male cockatiel 2 weeks ago. I got him from a lady who let him get on her shoulder all the time. When I try to make him step up all he does is walk away or bite me. He loves head scratches but he just won't step up. The only time he does is when he wants out( and even then he just flies straight to the cage door or the top of the cage). I've tried taking him into a different room but he just gets scared and goes straight to my shoulder. And once he's on my shoulder he only gets off if he sees his cage, which he will then fly to. Please help! I really want to teach him tricks and bond with him.
