you have two problems, your water is cloudy because your pH is high...you need to add acid or a product with a name like pH Down or pH Minus
Your water is green because algae has formed and the walmart chlorine you are buying is garbage (and full of chalk which can also make your pool cloudy) and the filter is under powered and cannot clean it
You will have to treat your pool with Algaecide and then shock it with good quality chemicals
and then clean your filter daily
when you bought that piece of junk pool all you bought was a headache
you should buy quality stuff (the voice of been there and done that)
get rid of alkaline
You would need to acidify the water.
