Of course it can. It probably won't provide the balance they need indefinitely. But in a pinch I bet it would be just fine.
I used to have blue jays steal dog food off my back porch, they loved it. I'm sure it wouldn't be good as a steady diet for birds, though.

Can top quality puppy dog food pellets be given to the birds?? Some will just jump with this question but think logically, birds are actually omnivorous. They love worms.
