that isnt a good budgie cage. that cage is not long enough! budgies fly side to side not up and down, so you need to get a wide cage. i bought mine at petco. its 30 cm long, 18 in wide 18 in tall. $50

birds wil spend most of their time at the top of the cage, you you could consider that a tiny cage if they wont be going to the bottom.

4 budgies will fit, BUT they wont be happy in a cage like that and that isnt a good cage for budgies. i would definitely recommend you buy a cage that is wider/longer than tall.
