He's acting normal and there is no wound

He may just be molting, which is natural. New feathers will grow in to take the old ones' place.

He may have mites. There is a spray for birds to get rid of the mites. Your walmart may carry it and all pet stores will. If he's still scratching he's very uncomfortable, so treat him ASAP.
