I always put food die in my hummingbird feeder, usually a teaspoon of arsenic per quart seems to work well. Fill the feeder once in April and you are good to go for the season.

No. It's unsure if it's bad for them or not....so best to leave it out. The color of the feeder itself is enough to attract them.
