Yes. Put a nesting box inside their cage and their instinct will tell them to breed. They don't need human help for that. You can start taming the babies quite early if you're interested.
Actually, it's much better to breed untame birds than tame because untamed birds will be too scared to strike at you when your taking a look at the nest.

I have 4 parakeets and 2 cages. None of them are tame. Will I still be able to breed two of them? I've had them for almost a year.
