I don't really know it I agree with the others but It can't really be dangerous

It's a froghopper, family Cercopidae. You have nothing to worry about unless you happen to be a plant.

Ted is right but it is kind of funny that he didn't understand top. I had them on my tomato plants and their larvae are a real pest.
