Running an air purifier, keeping the humidity appropriate, feeding a good diet and cage cleaning daily with regular bathing will keep the dust down to a minimum. As will dusting.
So long as you kept the bird and area clean and dust regularly I would not see any risk to the tortoise.
However, the germs and fungal spores generated from the tortoise bedding (especially if not cleaned right away or kept very damp) would be very risky to the ringneck.
That, and there is a chance the ringneck will become aggressive towards the tortoise.

Hi,
We currently have a Tortoise and we are thinking of getting a Ringneck Parakeet on the weekend.
People have said that parrots/parakeets can be pretty dusty sometimes and this can be harmful to people with certain allergies or conditions but would this have any adverse affect on a t tortoise if they are kept in close proximity for their whole lives (which is a long time in both their cases)
Looked around on google for answers but I can't find the right keywords to link anything together so hoping someone else might know.
