Raptors are intelligent, independent and strong willed creatures. They are predatory by nature, and I've never know any raptor to become "tame". They can and do have a relationship with their care givers, mostly food motivated, and like all animals prefer to be in the company of their own kind and the free will to be able to behave in ways that promote natural well being.
Unless you have a permit what you are doing is illegal. Get them to a rehab for proper care until they can be released.
