Can birds actually say stuff they mean?

A small number can.

Certain species of Parrot (Particularly the African Grey) can learn several hundred words, with some level of understanding, and even put sentences together.

Birds do indeed speak various things to other bird.

BTW if you are above 2nd grade, I suggest you do some studying and learn how to speak/write proper English grammar.

They only mimic what they hear

I know a bird can say "i am hungry" but can they actually say i am hungry when they are hungry, or say "bad girl" when they are angry? or "human laugh" when they are actually internally laughing? or do they just say those as an answer to a question or maybe even randomly, and can birds do tasks like bringing someone a glass of water? like if the glass is easy to hold by the beak and filled with water is it possible that they get i for someone?
