Can I teach my eclectus parrot to talk?

It is possible, but very difficult to teach older parrots to speak. Their brains actually form in a very similar way to the human brain, and their vocalizations become ingrained as juveniles. Just keep trying, but don't get your hopes up. Also consider, do you really want xyz word to become part of his regular vocalizations? As in, him repeating the same thing over and over and over instead of just babbling in bird sounds?

Our amazon is 16 and he only ever learned "hello" and "hi". He may not be able to speak, but he's no dummy. He only busts out his little vocabulary when he wants something....like our food, which he can't have. I don't mind either. I'd rather hear his bird noises to the same thing on replay for the next 40+ years he'll be with us!

They can always learn new words. Just keep working with him.
