Looking at both of your Budgies, and judging by the texture and color of the cere, it appears that you have two female birds. When female Budgies aren't in optimal breeding condition, the cere can have a whiter appearance.

Of the two, the bird in the top picture appears to be male.

I have 2 parakeets. One with a white creamy colored and wrinkly looking cere and one with a light blue and a little bit of white Cere. I'm qm curious cause I came back from school and found an egg on the bottom of the cage. I thought the blue cere guy was male and the creamy colored cere one was female.... I'll add pics and please help me determine their sex
