Budgie is acting somewhat strangely?

Everything is alright with your budgie and his behaviour is how budgies usually behave .

For the millet, budgies are all different and he might not like millet. Millet sprays are the same kind of seed as the kind they get in their seed mixes and it is also unhealthy for them, so don't give it too much of it. Try giving it lettuce, carrots and apple as they like it and it's healthy for them.

As for the stepping up, my budgies do that too. Budgies aren't the same as dogs who follow verbal commands. Budgies mostly ignore verbal commands and step up because you brought your finger to their feet.

I got my budgie about a little under a month ago, and I feel like he's been acting rather strange. I've been looking at various sources on how to make him comfortable, how to get him to trust me, and all that kind of stuff, but despite following all of the advice, I can't help but feel that he's not acting normally.

Judging from his feathers and such, I'm pretty sure I got him at six or seven weeks old, making him roughly three months old now. Anyway, first strange thing: he seems to be happy eating seeds from his bowl, but when it comes to spray millet, it seems that he couldn't care less. If I leave the millet in his cage for a day or so, he'll nibble on it a bit, but that's about it. Whenever I try to award him with millet, I have to shove it right into his beak, and even then he sometimes just shy's away from it. I always move it to him slowly, and only use smaller pieces of it. Usually once he finally gets a taste of it, he'll starting eating at it slowly, but if I move it away a bit, he won't follow it. The most he does is lean about an inch in any direction to follow it, but any further than that and he just doesn't bother.
