your bird just might be moody at that time. if your bird is molting, this is normal. if hes not, then he might be moody. if you put a mirror in his cage recently, that might be why. mirrors make budgies act a bit more aggresive sometimes.

my budgie is molting right now, and she just looks at my finger and then suddenly starts pecking at it. but while shes molting, she likes to chirp more. but when she isnt molting, her behaivior is different.

Try feeding it with your hand. It worked for me. Pour some grain on it and try to get near your bird
