I think budgies/parakeets are the best option for you. They are not expensive at all, and you can still build a great relationship with them. They can also learn a few tricks, and some have learned to talk (although they can't talk as well as larger parrots).
Another great option is the Cockatiel, but those tend to be a tad more expensive.

Buy a bird from gumtree or other adverts. They are sold by people who don't want their pets anymore. Birds are noisy, budgies are the nosist. Parrots are expensive. I love cockateals not as noisy as budgies and you can tame them

Hi. We have recently lost our cat and we were heartbroken, so for a few days we have all been discussing the perfect pet to replace him, and after hours of dispute we have come to the decision of getting a bird. The only thing stalling the process is the right type of bird and the cheapest. We are a quiet family, except when watching movies as my mum demands the sound to be perfect - which to her is having it loud - and when we see cute pets and we speak jibberish for half an hour, but we are prepared to make as many changes as possible for the new family member. We also want a bird who will be affectionate towards us as much as we will be to him/her.
I have looked for an answer to the cheapest bird, but only $ came up, and with the economy being the way it is in the UK, it could be the difference between £20 or £60, so does anyone know?
