Steven is right...Birds can start talking around the time they have feathers as well as walk and fly, you have an African Grey which is a good bird for talking just keep repeating words around them or even leave the radio or youtube on and this will help the bird learn how to talk.
They aren't humans. Speaking doesn't come naturally to them. You can start training them at any age.
