Wasp. There are thousands of different varieties.
Bees have more fuzz, hairy..
If you happen to see one fly, wasp fly with legs down, while bees fly with them up.
That's a good picture. You might be able to do a web search for "wasp images" and determine the variety.'
It's a flower fly, also called a hover fly (family Syrphidae).
It looks like a wasp, they're similar to bees but not really.
