No the sand and or cement perches will not work and can cause Bumble Foot.
Are you sure their nails are over grown? If they are ask yourself why? There will be a reason, and this could well be diet if they all have more than normal Keratin growth.
As much as you think it will freak them out, you can catch them with a net. As long as you do this in a calm manner they will forgive you in just a few days.
Clipping nails is fairly simple, but make sure you have a blood stopping agent on hand.

I have a flock of 10 budgies in my aviary. They are tame and trained but absolutely hate being grabbed. This makes it difficult to cut their nails. I have 4 of those perches that help wear down the nails but it doesn't seem too effective. What should I do because their nails are rather long.
